This achievement isn't as hard as it sounds, it's mainly dependent on luck. You can only have 4 perks at a time (so far) out of a total of 14 perks.
You will NEED to have the 'Secret Sauce' perk equipped (preferably not with modifier due to additional cost) and 3 other perks of your choosing. 'Secret Sauce' is essential as not only does it give you a random perk that you have not chosen, you can keep using it even with the perk equipped as it'll just swap the perk that you previously got with the new perk. If you keep buying the 'Secret Sauce' perk you will eventually get the achievement!
This could take you a while (I eventually got it on round 30) as it costs 1500 per spin without the modifier so be ready for a long game. The best map to do this on is 'Voyage of Despair' because the Kraken wonder weapon pack a punched is OP and you can comfortably survive high-ish rounds even when acquiring the perks.

Does your XP level have to be high enough so that you've unlocked the ability to use each perk? Or can you use Secret Sauce as soon as you unlock it, and get the achievement?

For those that want this quickly in solo (Note you may choose which ever map you are most comfortable/familiar with):
1) Play a few games to rank up enough to gain the perk "Secret Sauce" at level 6.
2) Before going into your next game equip it in the Danu perk slot in your class customization.
3) Now select the map Voyage of Despair on ZOMBIE RUSH mode and launch the game. We are running this mode because all purchases are free...even Pack-a-Punch and the mystery box.
4) Kill the first few zombies, get a decent weapon, keep a couple zombies and head to the Danu Statue downstairs and begin spamming it for these (minus the 3 currently in your perk slot layout):

Mule Kick
Stamina Up
Winter's Wail
Electric Burst
Stone Cold Stronghold
Death Perception
Dying Wish
Deadshot Dealer
Victorious Tortoise

5) Eventually you will be forced around the map defending areas. I recommend knowing the map layout as you must navigate the ship to travel to the Rush Defend points. If you don't make it in time you will begin to take damage. Killing multiple zombies results in extra life drops, Instakills, and Nukes so keep an eye out! Pack-a-Punch will be opened early on so pack the KN and your second gun of choice and continue traversing the ship to find your last three perk statues.
Make use of your elixirs and save your special weapon use until you are fighting the tougher zombie types.
Simply grab the last three perks you have equipped and you'll pop the achievement. Perk statue locations are Forecastle (Danu), 1st Class Lounge (Zeus), Engine Room (Odin), and Dining Hall (Ra).
This takes about ~10-15 mins.

Did this one on voyage of despair, keep 2 zombies in spawn area and spam perk sauce until you have all perks (apart from the ones you have equipped) Then run around and grab the last 3

This trophy is very easy and can be done quickly. You indeed have to use the Secret Sauce perk, this is unlocked at level 6 so very early.
Go play the game mode Zombie Rush, preferably the map Voyage of Despair since there's a perk statue in the spawn room. in Rush all purchases, including perks, are free. However in this game mode the game will open the doors for you and this can take a while. That's why you use Secret Sauce on the first perk statue. However there is a slight problem; Secret Sauce will not give you the perks from the other perk machines/statues on the map. So to counter this, prior to the match, go to Create A Class and select Secret Sauce in all 4 of your perk slots.
Once you loaded in, just keep buying from the perk statue for free. Try and keep the final zombie of a rush so that you can walk around without being overwhelmed. Don't use any Elixers like I did in the video, though Always Done Swiftly might be a little useful.
TL;DR: Play Zombie Rush on Voyage of Depair, select Secret Sause on all 4 perk statues, keep buying over and over until you've gotten them all.

This is done using the Secret Sauce perk, which grants you a random perk not already equipped. You'll have to buy it enough times in one game to get every single perk at least once. Unfortunately this is completely random, so you’re likely to get a lot of duplicates before getting the last couple you need. Once you have the other three perks bought (and have guns to reasonably survive for a while), save a zombie at the end of each round and spend your points on Secret Sauce.
Note that there are a couple of perks (Ethereal Razor, Zombshell, Blood Wolf Bite) which have been added since the launch of the game. It will be consistent with a couple of the other achievements (such as specialist medals) if these were not required for the achievement, however I cannot personally confirm this. This is largely a moot point regardless, as there is no way to avoid getting these perks (other than equipping them in other slots and not buying them). It should just be noted that this achievement may unlock slightly early because of this.
