For this you have to complete two generators in an area.
This has been glitchy for some people. I would suggest doing the generators one after another in that area to make sure you do the requirements properly.
Areas:
Far Right building (upper and lower generators)
Middle Garage (left and right generators)
Far Left Gas/Petrol Station (upper and lower generators)
The easiest area to do this is the Gas/Petrol station as they are the easiest to defend. However, if you prefer another area to work on, then you may do so.
In order to access any of the areas you need to go through a door/gate. I would suggest doing three doors/gates first before trying out a generator. This way you will have hopefully some skill points to spend.
Once you have some skill points and are ready to tackle a generator. Make sure you do both in that area in any order you see fit. It is possible to skip to different areas and do generators. However, to make sure you do not glitch out the achievement, try to do both generators in that area before moving on. This should pop after the second generator in that area has been powered up. If it does not pop, re-try with different generators or restart the map.

This achievement is quite simple. Each "outpost" has two generators. All that is required is to fully activate two of them.

You can get this at any of the 3 areas. Just destroy the 2 generators in one area and this trophy will pop.
