You simply need to earn 30 stars in total. When you get your 30th star, the achievement will unlock!
This can be spread on all special ops. And 1, 2 and 3 star results all count towards this achievement.
I wouldnt focus to much of getting 30, it will come natural as you work on getting 3 stars on all special ops.
