This can be earned on the mission Wolverines!
Eventually you'll have the objective where you need to get to the roof of Nate's restaurant. Once up here you'll find a M14 ERB with a Thermal sight.
This one is pretty easy as you'll need it during the smoke section.

Also don't stress too much if you somehow missed it on Wolverines, there are a tonne of missions throughout the campaign that feature thermal scopes. The Gulag mission, The Oil Right, Contingency etc.

I did this one on the mission "Loose Ends" when you go into the basement where you will see lots of guns on the wall. There is an F2000 Thermal and a WA2000 Thermal to choose from. You can also get this if you missed it earlier:

Difficulty: Recruit
While defending the roof of the sports bar, you should find multiple guns here. Some of them have thermal scopes, use one to eliminate 6 enemies in a row. Reload checkpoints as needed.

To get this Achievement you must shoot 6 enemies in a row using a thermal scope.
A good level for this Achievement is Wolverines since on the roof of Nate’s where the sentry gun is there’s an M14 EBR with a thermal scope.

You can first unlock this in Mission 6, 'Wolverines!' then again in Mission 9, 'The Only Easy Day... Was Yesterday'.
In 'Wolverines!', once you are on the roof of the restaurant, there is an M14 EBR propped up next to a turret that says 'Defend'. Pick up the M14 and on the ground in front of you enemies will start rushing in on the other side of the Taco restaurant. You can unlock the achievement here if you are careful and headshot every enemy. If you miss some, there are also enemies to your right, and some may make their way to the roof you're on. Note that you may have teammates on the turret and shooting their own weapons stealing your kills.
In 'The Only Easy Day... Was Yesterday', once you get to the top floor, you will be told to use thermal sights. If you are not already carrying a thermal sight weapon, pick up the PP2000 weapon from one of the boxes on the floor in front of you. When you zoom in, you will be able to see enemies even through smoke, they will be all white. Be careful not to advance too far and there should be more than enough opportunity to get this here.
