This achievement is awarded for the completion of the campaign chapter Takedown and is unmissable.
Despite Captain MacTavish frequently chiming in over COMS that your target is getting away, he will not and there is no need to rush through this mission. You can take your time and clear each area of any enemies as well as search for the Intel if you choose. There is no way to outright fail the mission, but if you shoot a civilian you will be sent back to the start of the last checkpoint just as if you yourself had died. Even at lower difficulties, it is easy to get overwhelmed, so slow and steady will safely get you to the dramatic ending of the chapter.

Completed this level over two sessions and the achievement has not popped for me. I'll try completing the level from start to finish in one go and see what happens. Very frustrating when they don't work like this sometimes.

This is story related and cannot be missed. It unlocks upon completion of Act I, Mission 5 - 'Takedown' on any difficulty.
