It is very likely that you get this achievement just by playing the game without really going for it.
I found a good method to get this done: at the end of the mission "cliffhanger" you slide down a hill to escape the russian base. A few enemies will go after you, just take them out. After a few seconds, multiple enemies on snowmobiles will drive down the hill to chase after you. I seems like while they drive the snowmobiles their health is much lower, so that you're able to take them out with a single bullet. Luckily for us, there are two bad guys sitting on each snowmobile so you can easily get your double-kill with just one shot.

Also very easy to do early on in Contingency, plenty of enemies walking away from you on patrol. If you're in the bushes with spoiler McGee the pair on the right will line up perfectly once the truck patrol has passed.

To get this Achievement you must shoot 2 enemies with 1 bullet.
An easy way is by playing the level Just Like Old Times.
The reasons are that the first group of enemies gathers close to each other & you start with a sniper rifle.

You can unlock this as early as Mission 2, 'Team Player'. At the beginning of the mission, when you are encountering resistance across the river, you will see groups of enemies with some running around. Using short bursts, keep firing at those enemies and the achievement might unlock. If you don’t get this while defending, wait until the enemy is retreating and climbing the steps and pick them off that way. This is just one of many opportunities throughout the campaign to unlock this.
You can also unlock "Three-some" at this location while using your grenade launcher attachment.
