Mission: One Shot, One Skill

As the mission starts, notice the deal going on in front of you as your main objective. The game has been updated to add Makarov in the car at the back left in the driver's seat so that it lines up with the events of Modern Warfare 3.

Wait for the helicopter to fly around and then for the wind to die down. After this, quickly hit the target of the mission and immediately shoot Makarov in the car after. You don't have a huge window of time, but if you miss, reload the checkpoint.

It says "and complete your mission" - does this actually mean completing it all the way to end where you have the incredibly hard stand off?

No, you don't have to complete the mission. Right after killing the second dude, the achievement should pop.

Another cool thing about this is if you shoot the guy in the backseat, Yuri from MW3, you fail the mission due to friendly fire.

This tut says you can load check point. You can't. Cos as soon as you shoot the first guy it gives another check point.

Guide says wind dies, but it never does. When the flag stops moving, and you fire, it still moves the bullet all over.
Also, as ApexAssassin states, you can not reload checkpoint as there is a checkpoint right after hitting the first target.

For some of these situationals I'll just do runs in recruit difficulty, reload afterwards for the veteran run I'm doing. Key thing to note here is that you do have to hit Zakhaev first, then pop Markarov to maintain the base timeline and disrupt the future from MW3. Go forth, time warriors.

For me it got the checkpoint for killing the main guy then was able to keep restarting checkpoint to go for Makarov

Devorin827, that'd explain why I failed it.

A side note, playing this on Veteran is 100x harder. The wind seems to be less predictable and the window even smaller.

Seeing as the level starts here, you might as well get this after you complete the campaign on veteran. (with the difficulty achievements as they are, you're best to run it through once in Veteran, maybe memory or a guide for the Intel, then go back through on easy to grab the odd ones you missed and the cumulative, "Weapon Master".

Mission: One Shot, One Kill.
Difficulty: Recruit
Start the Mission. The last car on the right has 2 NPC's in it. the one in the drivers seat has very detailed gestures and looks like he is explaining something to the other NPC in the car. That is Makarov. Wait for the wind to die down. Quickly shoot Zakahev and Makarov.
Achivment unlocked. TIME PARADOX!
P.S. If you hit Zakahev but miss Makarov, you will have to restart the mission because the game register's shooting Zakahev as a checkpoint.

You don't have to restart the mission if you hit Zakahev and miss Makarov. I reloaded the checkpoint right after I hit Zakahev and managed to kill Makarov.

At the very beginning of the mission ‘One Shot, One Kill’ you will have an opportunity to take part in one of the BEST achievements I have ever seen in Xbox history.

As you are asked to locate Zakahev (a bald guy in a brown jacket) you will notice a vehicle to your left, this vehicle will have two NPCs in it. One in the front seat (this is Makarov) and one in the rear.

You must wait for the helicopter to block your view and then fly away. Wait for the wind to die down and MacMillan will then say ‘it’s now or never’.

At this time, shoot Zakahev, then quickly shoot Makarov in the front seat of the vehicle.

You can use multiple shots and you can do this on any difficulty.

This, of course, allows the game to match up with the events of MW3. Which is so freaking cool! As Infinity Ward went back and retroactively added in the NPC and this achievement to make the story work!

This is completed in the fourteenth mission "One Shot, One Kill". Instead of just taking out Imran Zakhaev, you can also kill Makarov, who is located at the far most truck on the left. Wait for the helicopter to pass by and then fire on Imran, before turning to Makarov. This video was recorded on recruit difficulty, as the difficulty level does not affect the achievement / trophy.

Here is a YouTube guide that I made.

To get this Achievement you must snipe Makarov with the M82 Barrett sniper rifle at the beginning of the One Shot One Kill level.

You can only shoot Makarov after you have sniped Zakhaev, but be careful with the wind affecting the direction of your shots. Makarov is in the driver's seat of the far left car.

If the upper left corner of the screen shows a text message "Change The Future" you earned the Achievement.

I don’t want to spoil anything for those of you who haven’t played Modern Warfare 2 & 3 but this trophy ties in with events during those games.

Right at the start of this mission you’ll be tasked with sniping Zakhaev. When he arrives look past him and there will be a row of 3 cars lined up behind each other. The car on the left has Makarov sat in the front seat. For this trophy you must snipe Zakhaev as planned but also kill Makarov. Zoom in with the left analog stick and wait it out for a while until you notice the flags on the vehicles droop indicating that the wind has died down. When that happens it will be much easier to hit the 2 targets. Hit Zakhaev first then snipe Makarov in the car to screw with the spacetime continuum!

As you know, in MW3 the scriptwriters made much of Makarov’s connection with Zakhaev (as he allegedly was in Pripyat in 1996, and then received the latter’s patronage when he saved him), because in Modern Warfare, thanks to the flight code, one could easily understand that an ordinary NPC was sitting in the UAZ.
Raven Software, who worked on MW1R, took this moment into account, and in the re-release they “tightened up” the plot, putting Makarov where he supposedly was. To get the achievement after shooting at Zakhaev, you need to immediately shoot at Makarov, as in the video at https://www.youtube.com/watch?v=vsACcMd7syQ
