How to unlock the Time Paradox achievement in Call of Duty: Modern Warfare Remastered - Definitive Guide
As the mission starts, notice the deal going on in front of you as your main objective. The game has been updated to add Makarov in the car at the back left in the driver's seat so that it lines up with the events of Modern Warfare 3.
Wait for the helicopter to fly around and then for the wind to die down. After this, quickly hit the target of the mission and immediately shoot Makarov in the car after. You don't have a huge window of time, but if you miss, reload the checkpoint.
Mission: One Shot, One Kill.
Difficulty: Recruit
Start the Mission. The last car on the right has 2 NPC's in it. the one in the drivers seat has very detailed gestures and looks like he is explaining something to the other NPC in the car. That is Makarov. Wait for the wind to die down. Quickly shoot Zakahev and Makarov.
Achivment unlocked. TIME PARADOX!
P.S. If you hit Zakahev but miss Makarov, you will have to restart the mission because the game register's shooting Zakahev as a checkpoint.
As you are asked to locate Zakahev (a bald guy in a brown jacket) you will notice a vehicle to your left, this vehicle will have two NPCs in it. One in the front seat (this is Makarov) and one in the rear.
You must wait for the helicopter to block your view and then fly away. Wait for the wind to die down and MacMillan will then say ‘it’s now or never’.
At this time, shoot Zakahev, then quickly shoot Makarov in the front seat of the vehicle.
You can use multiple shots and you can do this on any difficulty.
This, of course, allows the game to match up with the events of MW3. Which is so freaking cool! As Infinity Ward went back and retroactively added in the NPC and this achievement to make the story work!

To get this Achievement you must snipe Makarov with the M82 Barrett sniper rifle at the beginning of the One Shot One Kill level.
You can only shoot Makarov after you have sniped Zakhaev, but be careful with the wind affecting the direction of your shots. Makarov is in the driver's seat of the far left car.
If the upper left corner of the screen shows a text message "Change The Future" you earned the Achievement.

I don’t want to spoil anything for those of you who haven’t played Modern Warfare 2 & 3 but this trophy ties in with events during those games.
Right at the start of this mission you’ll be tasked with sniping Zakhaev. When he arrives look past him and there will be a row of 3 cars lined up behind each other. The car on the left has Makarov sat in the front seat. For this trophy you must snipe Zakhaev as planned but also kill Makarov. Zoom in with the left analog stick and wait it out for a while until you notice the flags on the vehicles droop indicating that the wind has died down. When that happens it will be much easier to hit the 2 targets. Hit Zakhaev first then snipe Makarov in the car to screw with the spacetime continuum!

Raven Software, who worked on MW1R, took this moment into account, and in the re-release they “tightened up” the plot, putting Makarov where he supposedly was.
