During Mission 4: Proxy War, you'll regroup with the troops, and storm the base upon the missile strike, sprint through all the enemies to spot 2 helicopters flying in around the base including one coming in for a landing. As the helicopter lands, it will usually drop of 4 enemies, and if you throw the molotov at the group right as they jump off, it should ignite them and unlock the achievement. However, if you're having difficulty getting the chopper to spawn with a full squad, you should be able to run up the side, take it out, and then have a group of 4+ enemies attack you from the right, usually lining up for an easy molotov as shown in the video.

Can be done on spec ops too

On the same mission shortly after where you show the helicopter bits there will be a couple of ATV/Golf cart type vehicles that roll up and they're occupied by 4 enemies. I just burnt the vehicle to a crisp and it counted for the 4 kills with one Molotov.

I found another method on Mission: 13 Going Dark
Throw your molotov in the window of the truck circling around the campus.
Molotovs are located in the pool area right by the hostage above where the pool is drained

In Mission 4 (Proxy War) towards the beginning of the mission you can easily unlock this achievement as well as two others.
To get Ashes to Ashes, after infiltrating the base start running towards one of the two helicopters. When you get close enough/under one of them, throw a molotov to destroy it. This will get you the four kills needed for this achievement, as well as the "Wild Fire" achievement for taking down a helicopter with a molotov.

Achievement: Ashes to Ashes
Once you breach the outer wall of the base, move through the mission as normal. Around the halfway point through the base, you'll see an alley of storage crate buildings on the far right side of the base. Clear that side out, and use the RC plane to take out the snipers off in the distance. DO NOT MOVE PAST THE STORAGE CRATES UNTIL YOU ARE READY.
Once you've prepared, step out past the storage crates towards the road paths that are leading out of the last section of the base. Once you do that, a troop carrier truck and an all-terrain truck will spawn. The all-terrain will ALWAYS have 4 soldiers spawn inside of it. Stay in cover and throw a molotov at it. They will all burn alive before they can exit the vehicle, unlocking the achievement.
I find this method to be more useful than the "lucky chance" of throwing it at the soldiers the helicopter drops off, or the "berserker" method of jumping into a crowd in the second act of the mission.

On the mission Proxy War, complete it as normal until you have finished with the second armoury. After this several enemies will arrive in a truck. Head on back outside and you’ll see around 5-6 enemies on the right side. Simply throw the Molotov at the enemies and the achievement will unlock.

It must be bugged for me as I've done it many times shown in the video and successfully hit the car carrying 4 people and threw one at a helo in the air all with no Trophy. All 3 groups of 4 done in 1 molotov and still nothing. I even checked the charred bodies to be sure of the count.

Its not considered burning them if you hit the chopper, its a little funky but you basically have to try and get them right as they are stepping out. Thats how i got i to work atleast.

Load up Mission 4: Proxy War. Once inside the airbase, continue on to the section with two helicopters. The helicopter landing (closest one) should have 4 enemies on it, if it doesn't reload the checkpoint. Wait for the helicopter to land and throw a moltov at the ground under the helicopter. DO NOT THROW AT THE HELICOPTER ITSELF as that will just blow up the helicopter. The achievement should pop shortly after.

After the cannon fires and you storm the base, you'll have to take out some enemies and move up, at which point you'll get a checkpoint. You're told to use the drone planes again, but ignore that prompt and instead run out. A helicopter flies toward you and lands on a helipad somewhat nearby. This helicopter is carrying four enemies. If you can hit the helicopter with a molotov, it'll kill all four enemies and unlock this achievement (and will unlock Wild Fire (40G) as well). Just be aware this is pretty difficult to do on Veteran difficulty, because you'll have a lot of enemies shooting at you as you try to get close enough to the helicopter to hit it with a molotov. Consider ignoring this achievement on your Veteran playthrough and replaying on Recruit to get this with ease.
