This can be earned in Mission 2, Piccadilly.
For Circus Tour, there are 4 spots where you need to kill an enemy from. Once you see the street covered in fire, go left into the street. Move up a bit and you'll get to an area with a lot of terrorists. To the right of the guy standing on a car shooting down, you'll find the Aural Chic with 1 enemy inside. When facing the Aural Chic, turn left to find one of the 2 underground entrances. After entering, move to the other side and a suicide bomber should rush in. Shoot him in the head. Leave this subway where you entered and go almost straight ahead (across the street from Aural Chic). The other Subway entrance is there, with 2 enemies inside. Leave this subway from the other side where you entered. Then immediately on your left is the Reading Place (bookstore), which you need to kill all hostiles in, in order to progress the mission.

Just a note, do the underground station to the right first otherwise it is very easy to miss the enemy coming in. Took me a few reloads to figure it out, this guide appeared straight after I unlocked it

This is obtained on the 2nd Mission Piccadilly. You need to get a kill in 4 locations, both subway undergrounds, the reading place, and aural chic. Make sure to get in these locations and get a kill quick so the cops dont steal the kill or the enemies run out. Also the subway to the right can be a little tricky. Make sure you get the bomber running at you down the stairs, he needs to die before the bomb goes off for this to count.

For this achievement you need to play on the mission Piccadilly. Continue through the mission until you get to the open area where you see a terrorist on top of a car. Bare left of the road and you will see the entrance to the first underground subway area. Go down there and take care of the enemies. Then go back up the stairs you just went down, turn left and you’ll see the shop called Aural Chic. Go inside there a kill a few enemies. After that go back out the Aural Chic shop from where you came in and on the opposite side, you’ll see another shop called Reading Place. Go inside there and kill a few enemies.
The last location is the second underground subway area. Leave the Reading Place shop, go down the street towards your left and at the end you will see the other underground subway area. Go inside there and take care of the enemies.
If you are still struggling, then feel free to use this as a reference.

right at the start of the mission you will be able to do this
load the mission on recruit to make it easier
the only hard part is getting a kill in the last subway section but shouldnt take more than a couple of tries :)

I recommend doing this on recruit, as it allows you to run from one location to the next without taking too much damage. Your kills in each location will be saved at checkpoints, so don’t worry too much about dying.
Once the van has detonated, make your way past it into Piccadilly Circus.
Aural Chic is the first store on your right (if you’re looking at the Terrorist on the vehicle bonnet).
The first subway is through Aural Chic’s other exit (on the left as you enter) turn right as you go outside and you’ll see the stairs down.
The Reading Place is on the opposite side of the circus. Exit the subway from the other set of stairs, and run straight ahead - you’ll see it. There’s plenty of bad guys inside for you.
The final subway is on the right as you exit The Reading Place, through the same door you went in. There’s two terrorists about to shoot civvies, nice and easy.
The only place that may give you a challenge is the first subway location, there were no enemies in there when I went in. A suicide bomber was coming down the stairs as I left, and I went back a second time and took out a guy coming up (I hadn’t entered the subway when I killed him)

Mission 2: "Piccadilly"
Shortly after this mission starts and the chaos ensues, you'll run down the street and make a left to continue down the street and see a terrorist standing on a car. It's here where you need to kill enemies in four specific locations. Take note that none of these four locations are required to progress the story, so make sure you do this before going to the Tanto building, which progresses the story and ends the mission. Also be aware that if you take too long, cops will kill enemies in the locations before you get there. Lastly, while this is possible on Veteran, it's significantly more difficult and time consuming than spending a couple minute on a Recruit replay of the mission.
In terms of where these four locations are, the starting location will be when you get to the terrorist on the car near the start of the mission. From this car, the building on the right is Aural Chic. Rush to this building immediately because there is only one enemy, and you need to kill him before the police do. Turn around and leave the way you came in, cross the street, and the first subway entrance is on your right. There are two enemies holding people hostage. Kill them both quickly. Exit out the other side of the subway tunnel, and the bookstore is across the street. Head inside and kill the enemy at the top of the stairs, on the landing between the two sets of stairs. Leave the way you came in and head around the fountain in the center to the other subway entrance. There's a chance there will still be an enemy or two down there to kill, but either way, when you go in and approach the other exit, a suicide bomber will run down the stairs at you. Be absolutely certain that you kill him before the bomb goes off.
As soon as you kill an enemy in the fourth location (order doesn't technically matter) the achievement will unlock.

Quick note... you have to be INSDE the stores for it to count. You can't stand outside and shoot from there.
