This can be obtained when you throw a smoke grenade near enemies.
If you throw it in a whole group of say 5 enemies it may not affect all of them.
You will know if you're getting some when you see some enemies bring their arms up to cover their face and stagger for a couple seconds.
Those are the ones that count.
You can also find a nice checkpoint throw a smoke. Wait for it to go off, reload and repeat till it pops.
