Mission 3: Reactor
At the very start of the mission you'll parachute from a plane, this doesn't count as a base jump. But from this initial jump we can land on the top of the red & white crane in the middle of the map. At the top of the crane base jump to a corner of the map to get the Frequent Flyer achievement. Video guide:

On the mission "Reactor", after jumping from the plane, fly directly to the very end of the crane arm. If you are able to land on top of the crane, do it. If not, there is a rope you can rappel up at the end of the crane arm.
Once on top of the crane, look to the left of the giant reactor building jump off and immediately press A to pull your parachute.
Once you land, the achievement should pop!

One option to complete this is on the mission 'Oligarch'. From the start of the mission head left into the water and in through a cave. Head up a rappel till you make your way out of the cave. From here, parachute to the far side of the water in a south east direction.
