Mission 3: Reactor
As you initially parachute in head towards the large white hanger to the East with the letter "A" on the side. If you land directly in front of the letter "A" you'll find a supply drop with Shock Sticks. Pick these up and go around the right hand side corner of the building (facing the "A"). You'll see an LTV with a Sentry Gun mounted on the top - simply throw a Stock Stick at mounted gun to unlock the achievement. Video guide:

Again its not ATV but LTV.

I've done this MANY times and still the achievement wont pop :(

Missions Reactor
This achievement is easy, you just need to find or start with a Shock Stick after unlocking it. Then head over to the southern helicopter, near the main building just north of this helicopter is a truck with a sentry in the back. Simply toss a shock stick at the sentry and the achievement will unlock after a few seconds. For exact information on how to do this including finding the shock stick follow my video below.

In the mission "Reactor" in the Call of Duty Modern Warfare III campaign, you can land over the by the big building with the letter "A" on it. At the bottom of the A is a bunch of supply boxes - one of them have Shock Sticks.
Grab a few of them and head to the right and right around the corner will be a sentry turret on top of an enemy truck. Simply throw the shock stick at the turret and the achievement will pop!

The first opportunity i had to complete this was during the mission 'Reactor'. Head to the nothern helicopter and clear the area, you will find an orange loot box with shock charges next to it. You can also spawn with this item after you replay the mission. Head over to the southern helicopter and close to the main building just north of this helicopter site is a truck with a sentry in the back. Simply throw a shock charge and the achievement is yours.
