Mission: Gora Dam
Immediately as the mission starts, you should jump off the dam, and parachute to the right following the main road around the curve. You'll spot a moving truck here and you'll want to land on the back (not roof) without being spotted by the driver. Once you land, interact with the bomb to unlock this as long as the truck is still moving. If you're spotted, restart the checkpoint or mission.

Soon as you start the mission base jump from the dam, open your parachute and head south above the road. Within a couple of seconds a bomb truck directly in front of you will be marked for defusal. Now do your best to spin the parachute around and line yourself up with the back of the truck, so you land on the bomb or in the very back. If you land anywhere else on the truck it's highly likely you'll be detected and the truck will stop. When you do successfully land in the back, hold
to defuse the bomb and if the truck is still moving the achievement will pop. If you do get spotted, simply restart the mission and have another crack!

In the mission "Gora Dam", right after loading into the mission, parachute down to your right and land on the top of the moving truck.
From there, jump down to the back of the truck and hold X to defuse the bomb and the achievement should pop!
There are reports of having to not land on the roof as the vehicle will reportedly stop if so.
I also highly recommend doing this on Recruit difficulty so the other enemies don't eliminate you while you are defusing.
