The Spotter Scope can be equip by pressing 
on all the Open Combat Missions. Find somewhere high up and mark items or enemies by aiming at them long enough. You can sit on top of the Cranes in Mission 2: Precious Cargo and continually spot enemies patrolling around.

It's bugged out for me I'm at like 98% or something. I'll find a way to get it sorted eventually.
