The enemies in this game run around like headless chickens half the time. You should get these randomly as you play through the game. If you want to unlock it quicker, use concentration mode to make head shots really easy. Like all other kill achievements, you can reload a checkpoint over and over when you have full concentration and get a few headshots and reload to get a few more until it unlocks.
