Do your first playthrough on normal while grabbing all collectibles, at the end of the playthrough you will unlock true west difficulty.
Once you complete true west, both achievement will unlock.
The game can be hard at some parts even on normal, so dont make it harder on yourself.

Hard difficulty is available from the get-go, there are 14 story missions for you to beat in order to get the trophy and learn whether Silas is a liar or his stories are true. The missions are not hard, but there are certain moments that will surely annoy you. Make use of the Concentration Mode and when you level up, choose skills that boost your CM. When it comes to skills category - Keep in mind that sawn-off shotgun makes wonders come true in this game, especially during the last sequence of the game.
