Initially i strongly suggest that you attempt this on the easy difficulty setting. There are certain trigger points that spawn enemies and you have to make the most of these. Initially, when you gain control of Billy after the cut-scene with the water cistern head right and drop off the wall by the wagon. Peak your head around the side, looking towards the villa, and there will be an enemy with a rifle. Kill him (1).
Now head back around the wagon and head towards the water cistern, there will be 2 enemies with pistols here, kill them both (2,3) and then take shelter in a side room to heal.
Head towards the rear of the villa and an enemy will have spawned. The easiest way i have found to take him out is to head through the side rooms, you pop out practically right next to him. Kill him (4).
Now, and this is the most easy to miss, head up the first ladder and jump over the 2 crates that are stacked on the wall. This will cause an enemy to spawn by opening the door in the rear of the villa. Drop down and kill him (5).
Climb up the second ladder on to the rear wall and follow the walls around to the front of the villa. Jump over the cannon and kill the bloke with the sniper rifle (6).
Drop to the ground level and kill the guy with the pistol that has been shooting at you will you dealt with the sniper (7).
Head back to the rear of the villa and up the ladder, run all the way around to the water cistern, latch on with your whip and ensure you make contact, i never had enough time to have a second attempt.
Now the fire is out head into the villa itself and kill the guy lurking in the blown-open doorway (8).
Head through the ground floor door and kill Juarez in a duel.
Head through the opposite door, turn left and down the stairs. Kill the guy in the middle of the corridor (9) and also the guy at the far end who comes up the stairs with a shotgun (10).
Head down the stairs and a final guy will come at you from the right side opening, the one that heads to where Ray is being held. Kill this guy as well (11).
As you can see, taking this route will give you 11 attempts to bag 10 head-shots, so if you miss one all is not lost!
If you followed this guide you should hopefully have your achievement.

This is a bit harder than it sounds, because there aren't many enemies before the level ends, so you need to be dead on accurate with the bow. Make sure you get headshots every time by waiting until you're close to start firing. You have to shoot them in the face, if you shoot them through their hat you won't get credit for the kill for some absurd reason.
