This can be done in chapter 6 after entering the Sanctuary. One of the locked rooms (Far right corner) is flooded and your job is to raise/lower pillars to get across. Instead of going across aim for the alcove on your left. There on the floor is a postcard. Pick it up, rotate it and the achievement is yours.

It seems like if devs want to hide something just place it on the ground in an open area. I missed all the blood, gun, and earrings before the sanctuary. Was too busy looking at the walls and crates
