You can unlock this using the japanese port of the game which is a bit easier due to the difficulty bug on the english version.
Update (28/09), new update has added the difficulty boards, you can now choose to play the english version with the japanese difficulty. Press X to go to game settings on game select screen, then press rb to find it.
