I have completed a couple of dozen simple jobs, and my tracker has not moved from 41%.

[Update] It was stuck at 41% because I restarted a new career, and the tracker did not move until I passed 41 jobs. Note that 100 jobs are in a single career.

Worth noting that 'other tasks' can also be to increase engine performance which while not too hard is a bit more involved, ive been taking transmission too since in this game it can only 2 flywheel, clutch, plate, pressure plate or transmission, all of which are in the same place and easy to get to on most cars
