Every time you complete a story order (highlighted blue in the orders list) you get a crate. Access your inventory and open the crate and you could get scraps from the crates. You can also unlock the perk which gives you 25% chance of gaining a crate after completing any order. Crates are the easiest way to get scraps in my opinion.

If you do not want to get this naturally, you can start a new save using the name cms2021promo. This starts you at lvl 36 and gives you an extra $500k. will unlock. Next, go to the junk yard and hold A to search junk piles. Just buy everything you from piles. I looted about 12 piles and it cost me around $6k, but i also already had achievement progress. Next return to the shop and go inside. Go the toolbox and use RB to go over to the upgrades and buy everything on the left side or just to get the salvage container. Next, go out back to the open shipping crate with a workbench in it and start scrapping. Try to land on the blue for bonus scraps. Most items yield 3 on blue, while seats and some others yield 4, 5, and 7. Only seen an engine block yield 7 scraps. Just keep at it until you unlock the achievement. Return to the junk yard to buy more junk if needed.
