To purchase the the parking alleys, you need to open up the destination menu and click on parking. Then you need to scroll to the right to access other alleys. You should start with the first alley and you need to purchase the remaining nine. In total it will cost 1125000 credits.

I would recommend leaving this one towards the end of your completion because the amount of credits needed takes time to acquire.
