This one should be pretty easy, certainly more so than the TA score suggests. I got this around story order 8 out of 30 without scrapping a single part. After completing a story order, you'll get a crate in which scrap is a potential reward. You should have plenty of time to gather scrap via this though it is possible the scrap card only becomes unlockable when you have purchased the salvaging expansion for the garage.

If this is the case, you've been reloading crates to get exp bonuses or you've been incredibly unlucky then you should buy said expansion for the garage and stock up on parts that you've either replaced or raided from the junkyard. You'll find the salvaging station in a grey shipping container between the back door of the garage and the dyno center/car wash. Do the timing minigame, aiming for the blue for maximum scrappage.
