The quickest way I've found to do this is the following in sandbox mode.....
1. Head to the salon, buy all three cars and send them directly to your garage.
2. Return to your garage and sell the cars.
3. Rinse and repeat.
This is going to take a while. Hours. Five or six at least. Those loading screens are dreadful.

On the Xbox Series X, one cycle takes ~58 seconds, so you can finish this in ~5 hours and 22 minutes. (5:22:20)
