Once you get to level 5 you can unlock this at the toolbox. It allows you to buy parts from the popup menu rather than walking over to the PC.

this can also be done quick and easy for those who wish to get it out of the way by starting a new game profile in "Sandbox" mode, as that gives you 55 skill points from the get go to enable to you unlock all the perks, including said tablet :)
