A very simple, if time-consuming achievement. You need to be playing Normal Mode to get orders.
When the cursor is not highlighting a car/item you can press
to bring up the game menu. Select the green phone icon and simply press to dismiss all available orders, or those you don't want.
At any time, you may have up to 6 or 7 orders pending. Over time they will time-out and be replaced. You can see how many orders you have waiting in the top right of the screen.
As long as you regularly clear the orders, you will unlock all the achievements relating to discarding jobs (for 100, 500 and 1000) well before completing all the story missions - I was on mission 17 or 18 when I unlocked it.
