It’s easier to create a new profile rather than use your serious profile.
Select normal without tutorial and you’ll start with $4,000. Then go over to the computer and buy a part that is either $400 or $1,000 so you only have to buy it in multiples of 10 or 4.
I purchased 10 V8 intake manifolds and the achievement unlocked.

I bought the Intercooler (B6 B) 1000$ x4 and the achievement popped.

While you can do this on your normal story mode, i would recommend starting a new/throwaway profile on "normal without tutorial" so it doesn't interfere with your story gameplay.
To make a new profile:
--> main menu
--> profiles
--> create new in an empty slot
--> select the new profile
--> choose "Normal without Tutorial" mode
You are automatically spawned with $4,000.
Head to, and open up the PC on your workbench, select a category, and buy some parts. It's easier to buy parts that are either $1,000 or $400, and at once, double checking that the total cost equals $4,000.
I personally chose the Power Boost section, bottom left, buying 4 x Engine Head (14 SOHC) for $1,000.
