You can get this along with the other upgrade achievements in sandbox mode. You are max level with unlimited money so no issues should arise.
Head to your toolbox and start upgrading skills. By the time you get to the third long bar and unlock it the achievement will pop. It doesn’t matter what skills you choose before this but because it’s sandbox you can unlock everything to gain other achievements like all gadgets, discounts, etc.

If your doing this in career mode you will probably be at lvl 30

Ok so apparently you can't just buy "Garage Expansion" in Toolbox > Garage and Tools > garage Expansions.... the box on the bottom left corner.
You have to have ALL boxes under BOTH Garage Expansions and Tools. At least for me, once they were all green the trophy popped. Geeeeeeez.
