How to unlock the Count of Carcassonne achievement in Carcassonne - Definitive Guide
The other main tactic that can really help is to learn how to steal opponents cities and roads - mainly cities. Once the computer starts to build a city, particularly if they are making quite a large one, you can put a city piece down nearby (close but not connecting) with a villager on it, then try and connect the two cities. This will result in a very large city, and both of you will get full points for it, so you can easily get an extra 30 points right there.
I just had a decent game where I was able to hi-jack just one of the bots cities, and ended up with a score of 192, without using any of the DLC. Considering you'll be playing this quite a few times on your way to 5000, you should be able to do this successfully at least once on your way, without having to shell out more money on DLC.
You'll get more points with the King and Barons pack turned on. Make sure you are King (make the biggest castle) en Baron (make the biggest road) because at the end you'll get extra points for every finished castle (if you are King) and extra points for every finished road (if you are Baron)
Edit: You have to "finish" the biggest castle and road to become King and Baron, so make sure you put the last piece. It is not necessary to have a follower on it when finishing the castle or road.

During the game:
- Build a city = 2 points / tile + 2 points for every little blue/white shield inside your city.
- Build a road = 1 point / tile.
- Build a Monastery (which can also be done by surrounding a cemetery with tiles = 9 points.
After the game:
- Unfinished city with your follower inside = 1 point / tile.
- Unfinished road with your follower on it = 1 point / tile.
- Unfinished Monasteries with your follower = 1 point / adjacent tile.
- For every farm = 3 points per city that is supplied by a farm (see "Farm Boy" achievement.
This is easiest done in a local multiplayer game set to two players. From the Main Menu, click New Game, then Select Players. Make sure your Gamertag is one of the players, and make the other player a Guest. To do this, click the red "X" next to the AI player name. Then click the "+" to add a new player. Scroll down to Local Gamer Profiles and select any guest player. This will allow you to control both players in the game.
Now, when you play the game, just focus on getting the most points possible for your player. Use the guest player to help your player get points (build bigger cities, longer roads, complete cloisters). You should have no problem getting this. This will unlock at the end of the game after the scoring.
