Go to Freeplay; there should already be an event ready by default, change the course at the top to 'Corporate Plaza' and make sure it is set to a 'Classic Carma' event. Set it to 1 lap, at least 3 minutes starting time and Start.
Simply race through the checkpoints and the achievement will unlock at the end of the race, even if you don't come first.
