Around 5 secs after start of the race, you will notice a little island on the left of the road, just press the A button to jump and cheevo is for you.
Just to let you know, when you are on the island, there is a spy box on the right that you need for another achievement.

Once you start the race, carry on as normal until you see the red and white barriers on the left of the road. Follows those until they change to a short grey barrier for a moment, then a gap with a small path off the main road with explosive barrels on it That's your island.
Minor note: It wont unlock until you jump back onto the normal track. And as YouuShiii pointed out there is a Spy Box to the right of it.

During the “Casino Tour” Event and shortly after the start of the race, on your left side there will be a small raised piece of land that has “Gas Can Turbo pick ups” on it. Simply jump from the road to the “Island” and then back to the road. This can be done in Free Play as well.
