Start up a game of free play with a 2nd controller (i did this while doing the disruptor game for those achievements). Change weapons from normal to satellite quakes. When the game starts, pick up a satellite quake and go to the enemy, fire it at him with the Y button. Pick up another satellite quake, and repeat the process... After the 2nd one the achievement should pop.

Is the only way to get this is with a second controller?

Yeah I think this can only be done with two controllers and flagged as such. It definitely won't unlock for me hitting the same AI twice.

This must be on the same opponent. To make this easy, start up a Free Play hunter or arena event with 2 controllers. Before starting the event, select "Weapons" and choose the “Satellite Quake” as the weapon choice. Start the event, grab the power up and use it on your second controller and then repeat once more.
