You want to do a Free-play race on Oil Rig Run. After the race start a little ways up the track you will come to an area with spot lights moving back and forth across the track just stop in the light 3 times and achievement unlocked.

Good guide. But, it says "a single event." This one popped for me after only one missile hit, not that I'm complaining. Thanks for the guide. +1.

On the second available “Oil Rig” event, "Oil Rig Run", toward the end of a lap and slightly before the finish line, there will be spotlights moving left and right on the ground. Slow down and enter a spotlight and you will then be shot at by a boat. Just reverse and do this two more times. This can be done in Free Play as well.
