You build turbo by drifting, jumping over objects, doing tricks, etc. Once you have built a reserve of turbo, press 
to use one block of it. This is cumulative and counts across all play modes. Your progress on this achievement can be tracked by selecting "Awards" from the main menu.
You can use the unlimited turbo cheat to make this even easier.
