There's going to be a lot of screenshots in this chapter's guide as arranging the map is going to be important - It's very Tetris like.

First off there's an achievement for building a snowman in this level:



I'll highlight where the pieces are when they show up.

Onto the main chapter.

Walk South West and pick up the map piece, and talk to the person there to get a winter scarf. Once you have that, arrange the map to look like this:



Head north and move the S block shaped map piece here:



Talk to the man. Move the S block back to it's original position. Head north and pick up the back pack. Give the man his back pack back and he'll make the bridge safe to cross. Cross it and re-arrange your map to look like this:



Walk as south as you can go and then move the map piece you're on to recreate this:



Head north towards the bridge and pick up the map piece. Arrange your map to now look like the image below (move the original S shaped block somewhere else, you don't need it for this re-arrangement).



Head south west, pick up a map piece and talk to the man near the pond. Add the new map piece to look like this:



Head across the bridge and towards the newly place map piece, once there you should see a snowman's head. Pick it up for progression with the miscellaneous achievement mentioned at the beginning. Re-arrange your map again to look like this:



Head down and enter the ice patch. Arrange your map to look like this:



Slide as far as you're able to go and then re-arrange the map to look like this:



You should then be able to get access to the camp area (hopefully).

Once in the camp area you'll get a cut scene, once that's finished head north to collect another map piece on a rug. Head to the west exit, open the gate and place the Snow Head on the base (we'll pick up the arms and hat later). Recreate this screenshot:



Head to this newly created section, near the little house and re-arrange to look like this:



Head up, cross the bridge, talk to the man. Attach the walled town section, with the closed gate to this new section. Head towards the gate, below it are the snowman's arms, pick them up and then unlock the gate - see image below for instruction.



Arrange your map to look like this:



Talk to the man. Head over the bridge. The back pack you need is in this area. Rotating the map piece changes the direction of the wind, so this section is pretty much trial and error. Then you have to get back out of the woods by doing the same thing. Once you've managed that give the back pack to the old man. He'll want you to solve the mystery of the monolith next to you.

To complete this puzzle re-arrange your map to look like this:

Before we continue with the end of the chapter, let's go and find that Snowman's Hat which is on the slippy ice section of the map. Arrange your map to look like the image below to get back into the camp:



Once you're in the camp, head to to ice section (top right in the image above). Then once you're on the camp ice segment attach the piece to the right of this to the section you're stood on. This will put you on one of the two pieces you need to be on. Now move this ice piece to connect it to look like the image below. These are the two pieces you need to get the hat. You'll need to get yourself onto the highlighted ice piece (the top section) and then have the ice section with the monolith pointing north. Where I am in the image is where the hat is in the game.



This should allow you to pick up the snowman's hat. Reverse what you did to get back to the camp. Head back to the snowman stand and place the new items on it. Achievement unlock for building a snowman.

Back to completing this (extremely long and slightly annoying) chapter. Move the map piece you're on here:



Head to the centre area and speak to everyone. Stand in the empty space a cut scene will occur. Pick up the paper airplane that drops. Head into the camp, talk to Shianan, talk to everyone else in camp, then Shianan again. Choose "Yeah!", and then the chapter will end.
