Captain Wallace is likely the first captain you will face. He can be found in the southwest portion of New Wirral Park, directly south of the Ranger Outpost atop a high ledge. The exact location can be found here:
To the right and below where he is standing is a level you can press to raise the wooden bridge to reach him. There are no prerequisites to challenging Captain Wallace, so you can battle him right away.
Wallace makes frequent use of Wall raising moves in battle. He can also sacrifice his walls with Throw to deal more damage, or use Water Coating to change his Plastic typings, particularly to counter opposing Earth and Fire types.
