There are no prerequisites to challenging Captain Penny Dreadful, so you can battle her right away.

Penny Dreadful's beasts make use of the "Ghostly" status effect. This status effect makes it so that they cannot be hit by any attack, but they can still be hit by other status effects. Once the number of Ghostly stacks are gone, the beast's HP is brought down to 0 directly.

Overall, I didn't find this battle very difficult. My one tip would be to use some moves that either:

A) Increase your evasiveness
B) Reduce her accuracy

Or both, of course. From here, you can just bide your time / heal as needed. Good luck!
