After you complete the quest Take Me On and defeat Lanthe you unlock the Ranger Noticeboard. Once you reach level 3 you will automatically receive a notice quest to defeat an unstable fusion. Simply go to the location and defeat it. Fair warning the enemy was lvl.77 for me on reccomended difficulty.
