Captain Lodestein can be found on the tile called "Ham". It is located on the eastern side of Mt. Wirral. The exact location can be found here:
To get up to him, you'll need both the Dash and Electromagnetism abilities. The Climb ability is nice to have as a backup, but not required.
The easiest way to get to this tile is from Falldown Mall in Eastham Woods. You go there as part of Meredith's quest line. Exit the station, and just keep going west until you reach Ham. There are no prerequisites to challenging Captain Lodestein, so you can battle him right away.
Once you have them, dash through the large square rock to reveal a lever. Interact with the lever to raise to platforms. Note these platforms do not stick around forever. Right after you've hit the lever, jump over to where the platform will rise up from, then hold
to dash off the ramps onto the subsequent ledges. From here, hold 
to use the Electromagnetism to reach the final ledge.
Captain Lodestein focuses on dealing Max HP-based damage with the Conductive status effect. He relies on type reactions and Manispear’s Iron Filings to apply the status and trigger it upon any lightning attacks being used in battle.
