Part of the main story, can't be missed
Once you've completed the tutorial, you find yourself in Harbourtown. After talking with Kayleigh, you'll go to the Town hall. When you get out again, go towards the eastern part of town you'll see Eugene talk to 2 shade ghouls.
When they are done talking and you approach him, he will give you the quest "Acting of Your Best Behavior"
Travel east (about 4 "squares") from the town to the Outskirts, and you'll meet up with Eugene above a building, talk to him again and you will unlock Eugene!
