After defeating Ianthe and becoming a ranger captain, you can head to the Ranger notice board (left of the Ranger's office in Harbourtown). You should already have enough Fusion Material from all the adventuring to turn in the first Ranger quest to Ianthe and she will give you the Fusion Radar, unlocking this achievement!
