Captain Codey high up in the mountains along the eastern side of Mt. Wirral. The exact location can be found here:
To you will need to acquire the Pumpkin Vine Ball ability to climb up the mountain and reach him.
The Having a Ball achievement in Cassette Beasts worth 30 pointsObtain the Pumpkin Vine Ball ability
Codey stands in a square patch of dirt overlooking the water. There are no prerequisites to challenging Captain Codey, so you can battle him right away.
An alternate and easier way to possibly reach him is if you've unlocked the Icelington Station fast travel point, but did not challenge him while you were in the area. From there, simply exit the station and simply glide down to him.
Codey mainly focuses on using a Glitter Bomb Resonance combo. He uses Glitter Bomb to turn your monsters into Glitter type, uses a Glass type move like Crystal Lens to make them Glass type, and follows up with Air type moves to increment their resonance count and defeat them.
