Once you unlock the Noticeboard outside the Ranger building, you can pick up a task to track down a thief that has been stealing Ranger supplies. When you track him down, he will challenge you to a one-on-one fight. You will not have access to your partner or their Cassette Beast, so be prepared. Once you defeat him, he will run off.
As you complete tasks from the Noticeboard, you will occasionally be tasked to track the thief down at various locations across the island, and again face him one-on-one. You may need to upgrade the Noticeboard Ranking in order to unlock the next task.
Eventually, you will be tasked to find him again, but this time you will find him lying on the ground beside a Rogue Fusion, which you will need to battle. Afterwards, he will apologize for his behaviour and leave.
You will receive one last task, where he will claim that he has realized his folly and say that he has decided to join the Rangers. In order to do this, he asked to battle you one final time, again in a one-on-one fight. Once you defeat him, the achievement will pop.
