Captain Skip can be found in West Harbourtown, just outside the city along the coastline. The exact location can be found here:
To you will need to acquire the Diveal Swim ability to reach them, though.
Skip stands on top of a red container sticking out of the sand/water. There are no prerequisites to challenging Captain Skip, so you can battle them right away.
Skip relies on the unique properties of the Binvader species line to deal strong low-cost ranged damage with their Binvasion move. They will set up Metal Walls which count towards Binvasion’s number of hits, and may spawn a new Binvader ally with Binvitation.
