Captain Judas can be found along eastern area of Southern Isles in the very bottom right corner of the map. The exact location can be found here:
You will need the Mothwing Glide ability, at the very least, to reach him.

This ability is acquired through the main story and is earned very early on. There are no prerequisites to challenging Captain Judas, so you can battle them right away.
Judas specializes in status effects that heal his team over time and drain opponents, as well as Pre-emptive and Revenge strikes. His lead tapes are quite bulky to enforce his stall tactics, while Jellyton has extremely high melee attack and can apply Poisoned status with ease.
