Captain Heather can be found on a small island in the western area of the Mire Sea, along the left edge of the map. The exact location can be found here:
To you will need to acquire the Diveal Swim ability to reach her, though.
There are no prerequisites to challenging Captain Heather, so you can battle her right away.
Heather relies on weather-themed moves to limit players’ actions. Spooki-onna’s constant Avalanches prevent any melee attacks from working that turn, while Fog is sometimes used to block most types of ranged attacks. Huntorch has low stats but uses Hot Potato to deal high Max HP-based damage. It has synergy with Avalanche by keeping melee attacks from passing Hot Potato onto other targets.
