Captain Cybil can be found in The Marshes, just one tile to the left of the campsite in that area. The exact location can be found here:
Cybil stands on top of a square wooden platform. There are no prerequisites to challenging Captain Cybil, so you can battle them right away.
Cybil specializes in sound-based monsters and moves in battle. They will apply the Shrapnel status effect to players, then use Change the Record often to shuffle the opponent’s tapes. If a character debuffed with Shrapnel swaps tapes in any way, the new one suffers damage. Cluckabilly’s Echolocation allows it to force out both opponents at once.
