In the east part of Harbourtown, you can talk to a Ranger who will give you the quest Working Overtime.
He wants you to collect 300 wood, and once you turn in the quest, you'll get to choose from 3 different designs on the sign:
-Bird
-Flower
-Dolphin
Pick one of those 3, and you'll get the achievement
