The 1st chance to get this is on level 31. That is the 1st level the dwarfs will begin riding hogs. It's also one of the objectives to receive a star in that level. Just aim for the dwarf and not the hog and you'll knock him off easily.

Simply aim for the dwarf riding the hog (not the hog itself) and knock him off to unlock the achievement. Hog riders start appearing in level 31.
