You can first find rats in the fourth level of the game, called “Aye Aye Captain”
You start in a little house on an island but you won’t find rats in there.
What you wanna do is head outside and go to the pirate ship in front of the pier near the house.
When on the boat, just head downstairs and you’ll find rats running all over the place.
A tip for catching them is to learn their path (they always go in circle) and wait in a spot, ready to press RT to catch them as soon as the game highlights it
